[proaudio] updated qoscc-0.3.1 ebuild submission

hello pro-audio:

I was unable to build qoscc-0.3.1 (with glibc-2.9_p20081201-r2 and
gcc-4.3.2-r3) due to missing includes of stdlib.h and string.h in some
files. See the attached qoscc-includes.patch to add these includes,
and apply-includes-patch-to-ebuild.patch to patch the ebuild itself.
