I don't think this had anything to do with whether the computer is internet ready or not but yes you can offset a computer purchase 100% against tax in the tax year ending April 2003 (that's for UK listees). There was some discussion recently about whether that also included digital cameras (can't remember the answer) but although it wasn't long ago a quick check shows it was before the advent of the new list archive.

BTW I do consider that to be on topic - and I'm current list mum <g>
