Ian, Try this

Start up your machine while holding "alt apple o f" (without the "")
you will boot into open firmware, type exactly this "reset-nvram" (without
the "") press return then type "reset-all" (without the "") your machine
should then restart if it does not then type "mac-boot"  (without the "")

This has now done a low level reset of the CPU, motherboard and reset your
hardware to the factory defaults. you may need to reset the time, date and
anything else you normally change after a pram reset.

 If the problem persists, it is probably a hardware fault, I would guess the
Pram battery would be flat - on the PowerBook the battery is soldered onto
the motherboard and needs to be changed by an apple technician.

A word of warning - do not be tempted to type anything else, it's very easy
to upset a machine while in open firmware.
