Exchanges which have reached their trigger level go through an order confirmation process, which lasts up to 6 weeks. During this phase, ISPs must convert 75% of pre-registrations into firm orders before BT will enable the local exchange.
With regard to BT Highway being up to 4x faster than a normal (?) modem - perhaps down hill with a strong wind behind it :-). Realistically, I would imagine 2 - 3 times faster.

Hi, I need to get myself broadband but I live in the sticks a little (nr Ilminster Somerset)and my local telephone exchange does not support the upgrades needed. It looks like the only option for now is bt highway, has anyone had any good or bad experiences,bt says it's up to 4x faster than a normal modem ?
