To ask for anything in MB is not necessarily a sign that they dont have
a clue. Pixel dimensions, although no guarantee of quality are at least
a proper bench mark - but I dont think that they really mean to
communicate with the photographers. 


I suspect that all they really care to do is to produce a general
impression in the eyes of photobuyers that they are 'quality merchants'.
Stock libraries have difficulty explaining the realities of digital
repro to their clients - who we all know (from the stock libraries) are
ignorant and superstitious. 

What is wrong one may ask with  - selling digital images with the
proviso  - "we insist on receiving 100MB files and we try our best to
get our photographers to tow the line"..... If there are any quality
issues with any of the files. or the suspicion of fraud, dont
worry........ while we have a clause in our photographer contracts which
absolves us of any liability, you can always sue the photographer. 


They can reliably reassure the photographers that this is hardly likely
to ever happen 
(since photo-buyers are ignorant)and they can just look the other way
when they receive moderate to highly interpolated scans 

...and everyone is happy.

remember that joke about comunist Russia  - "we pretend to work and they
pretend to pay us"
