w/r to formatting, a file cannot occupy less than one block of space on a disk

if you (or the device) have formatted a large minimum data block size, then a
very small file will occupy its minimum block or rounded up to the nearest
block's worth

assuming that large files are being used  - formatting for large blocks sizes
results in faster disk reads

eg. - my 6gig swafile partition for PS is formatted for a min 8mb block  - a 1k
file on that partition should occupy 8mb of disk space.

I dont store small files on that partition and want raw speed  - - PS swaps large
chunks of swap data so I dont care about it being space efficient for 8mb and
smaller files
