Amanda, this is one way - although perhaps not the way. <g>

Presuming a layer or a dupe of the flat background into a layer.

Layer Style > Blending Options: uncheck the B channel in advanced blending.

Add a new blank layer above the layer sans the B channel.

Merge these two channels into one (cmd/ctrl E).

BTW - This is also the way to access the 'hidden' transparency gained
through the use of layer option blend if sliders as regular transparency is
handled as with a cmd/ctrl click on the layer thumb (although merging
removes any option to tweak the options again).
