The operating system doesn't give them to Photoshop in any predictable
order, and as far as I know, there's no way to make it do so.

However, you can select the files you want from within the File Browser and
they'll open in the order in which they're displayed. Since you can sort the
FB display by all kinds of things, or even move the images into a custom
order, that should do it.

The FB also hands off the images in displayed order to any automation plugin
you choose, so your web photo gallery or pdf presentation will reflect the
current sort order. I'm prepping a presentation right now by using the FB as
a light table for sorting -- maximize the thumbnail view so it takes up the
whole screen,  drag the thumbnails into the order I want my presentation,
then pick "pdf presentation".
