For relative ease of use, you could check out flip album pro.  When I first
started using it their DVD function was quite limited - it is now much
improved - allowing you to create an album in MPEG1 (video CD level - that
can be played on most DVD's_ or AVI (convertible to MPEG2 - DVD quality).
However you would still require a CD or DVD writing program (Nero, Sonic,
Adobe Encore). Their web site is www.flipalbum.com and you can download a
fully functioning trial (flip album pro).  If you like it and decide to buy
you can get it cheaper via this link   http://www.FlipFriends.Com  and my
referral number of - FFP2291  (�50 rather than �70)

Of course if you have Encore you could author from there directly, or via
its integration with Photoshop CS.  Higher learning curve, but I am getting
to like it.
