You can create keyboard shortcuts for workspaces by recording an action that selects the workspace (just create a new action, select the workspace, then stop recording). Then select the action in the actions palette, and select "Action Options" from the actions palette menu, and you can assign a function key, optionally with shift and/or command.
I have several workspaces set up this way for different layouts of the file browser, editing with the histogram palette expanded, and so forth.
