Try opening the Windows task manager, processes tab. Right click on iTunes, and select set priority->high. (If you can't find the obvious iTunes process in the processes tab, find it in the Applications tab, right click, and select "go to process". You could also try turning off "crossfade playback" in the iTunes "audio" preferences panel (if that pref exists on the Windows version. I only have the Mac version).
If the problem is cpu contention, that should fix it. However, if the problem is that Photoshop is keeping the disk so busy while it writes the file that iTunes can't get the next chunk of data in time, this may not help. You could try setting the "streaming buffer size" to large in the iTunes advanced preferences panel.
