Elements 3 will accept 16 bit files(rgb colour or greyscale)from
scanner/ACR/file transferand allow you to convert back to 8 bit but will
not allow you to convert from 8 bit to 16 bit.
Color Management will preserve existing profiles and allows sRGB or
Adobe(1998) as working spaces but there is no way to convert or assign
profiles. There is 16bit support for Levels, Brightness and Contrast,
shadows/highlights hue/saturation, remove and replace color.
Filters....adjustments, blur, sharpen, stylize, noise and other.
