I replicated your print size and ran it on my 4000. At 15.75X23", the image caused the machine to indicate that the frame was larger than its printable area but, after hitting the proceed command, while there was mild clipping all of the print margins were absolutely balanced. The same occurred when fitting print size to the media, which reduced the print output to 98.98% of the original.

These two tests don't help you but are you sure the roll was aligned accurately? The machine will usually refuse to perform if it isn't but on two separate occasions in the past mine has proceeded to print with the resulting margins unbalanced as you describe. I assumed that this was a machine monitoring fault compounding my sloppy loading but you may have discovered something additional. I should emphasise that my printing was not via a RIP but direct from PS.

I would be inclined to check the alignment of the roll again. (Incidentally, it wouldn't be any good checking with Epson in the UK at the moment: like many companies they are on what has become a very lengthy UK Christmas holiday! I expect you've raised them in the US, however.)
