If you start with a fresh Plone 4 site, the PTS (PlacelessTranslationService) is no longer added to the Control Panel, as it is not needed anymore. All translations (in locales or i18n folders) are handled by zope.i18n when the zope instance starts up, without needing to be stored anywhere in the Control Panel. BTW, for the po files in i18n directories Products.PlacelessTranslationService is still used, but this now uses zope.i18n under the hood. And that's probably more information than you need. :-) If you have an earlier Plone version and migrated that to Plone 4 you will still have this PTS there in broken form, but it will not be used. It should also not cause problems. You can try removing it on Plone 4, but I guess that will not work as it is already broken at this point.
