What do you mean by "already existing workflow transitions"?
If you have several worflows available (say wf1, ..., wf5)
and you set one as default (e.g., wf2) then a workflow
policy may say "Use wf5" and wherever you apply this policy
wf5 instead of wf2 will be used.
Sounds exactly like what you are looking for. But you need to
create those policies first before you can assign them anywhere.
You do not define new workflows "in place".
