Diesel is not a byproduct of making gasoline; it's a co-product. A barrell of oil (42 gal) is usually made into a wide range of petro products, depending on what is in demand and inventory levels. Refiners can vary the process to produce more or less of a particular product (within certain physical limits). More heating oil in late summer, less in late winter, for example.
