I think it's a good article - rings true to me. IMO, the most costly goof was Active-X, which was the first implementation of "We can run anything from anywhere and you won't even know it", and was at the root of the security problems. There were several of these "Look what we can do!" announcements, which were designed to wow conference attendees with absolutely no attention to possible vulnerabilities. I would add another item: the constant re-naming and re-organizing of system and user folders. "Let's see, is this the one with My Network Places, or is it just Network?"
