Our VFP grabs the updates using Rick Strahl's wonderful wwIPstuff components. Our loader just needs to apply the locally stored updates. InnoSetup has a built-in Pascal like scripting language and a code only executable generated by the latest build of InnoSetup (with max compression/no installable files) yields an EXE < 300K. I think that's a very reasonable size for a loader.
