Kevin:  The thing that stood out for me is that you have CSS in line on 
the page and a CSS link.  I also noticed that the in line CSS has one of 
my Marine Corps Brothers in the text!  ;^)

Just kidding.  I had a similar problem and when I separated everything 
it worked as advertised.  In other words, HTML on the page and CSS on 
the CSS page.
