I'm not sure if I can be of help here or not. I believe that TIFF files are already "flattened" in that they have lost all of their layer objects.

Layers in Pagemaker, Photoshop, etc. is where the real value comes into play. You can control the Z order of objects (which object is on top of the other layers) and you can adjust and move an object in a layer without losing the information in the lower layers.

Once the layers have been merged, or flattened, that information that was hidden in lower layers (not visible) is lost. It's kinda like how Microsoft Paint works.

If all you have is the TIFF, but have the original car photo, I'd recreate. If all you have is the TIFF, you may be able to crop out the old address, then "fix" the car, and add in the new address.

I've got Photoshop and I've got some time in the next couple of days if you can accept some remote help.
