Frank:  I have written an application that supplies parts for the US
Government and the Military. Mostly aircraft parts.  They purchase items
from a manufacturer and repackage them to fulfil the contracts.  This is on
the other end of what your organization is attempting to do.  There is a
highly organized process for the US government to acquire bids from
contractors, for the government to award the bids and for the contractor to
fulfil the contract.  If you want more information please contact me off
line.  I am sure my customer would be glad to answer questions for you, too.
