I've used it successfully with Office 2003 and XP many times.

And I've tested it in that environment (Office 2003, SP2 on XP SP3) and it didn't work. Are there:

1. Different versions of the conversion pack, which are not readily discernible from each other or easy to find?

2. Windows update or Office version update dependencies that are not specifically stated? I never install everything that comes with an Office set, only specific components that users need. I don't install Office updates unless something breaks, because Office updates have a reputation for breaking stuff on their own. I don't install any macro- or VBA-related stuff unless a specific user demonstrates a need, because it's a security hole.

Perhaps one or both of those points is the source of the issue.

At one time, using the conversion pack on Office 2003 broke that version's ability to open older-version .doc files. I remember in one case having to roll back the conversion for that reason. However, I also remember claims that this had been fixed, so I did attempt it later on and it simply would not work. It would not convert .docx or .xlsx documents.

In any case, we only bought 5 licenses of Office 2003 for people who needed a specific version of Access to use yet-another government-mandated software product. Office 2003 is no longer available from any reputable source, so it's not an option now anyway.
