Bravo, Alan! That nailed it. Installed the VB6SP6 runtimes and then the
install ran without errors.

It is certainly an old version, but clients all over the country with
marginal to no local computer support are running the application, and the
costs of upgrading exceeded the cost-benefit of the new version and all of
the attendant troubleshooting (like installing the VB runtime!), so there
hasn't been a lot of motivation to upgrade.
