Well, I would contend that Windows hasn't really needed an equivalent of
Apt or whatever, since in general installers like MSI or whatever work
very well with the Windows architecture and its skew towards GUI tools.
To me Ninite just looks like an easy way of getting hold of and
automatically updating the 'no install' versions of the software
packages it supports.
