My opinion, get the cheapest Apple computer with a superdrive. Run iDVD, makes a menu easily. You'll need to convert the windows video though. Pretty sure Apple does that for you though.

Depends on how compatible you want the DVD to be. Newer DVD players can play a 
host of files. Older ones just DVD compliant .. mpg essentially.
