Let's narrow down "sometimes" -- sometimes on the same machine, or
sometimes on different machines? Is it the same PDF on different
machines or different PDFs on the same machine>

IE has no native ability to view PDFs, unlike FireFox or Chrome, which
include PDF.js. You must have an activeX control on the machine that
is registered as a PDF handler, and IE has to be able to use it. If
it's "different machines" above, how are they set up?
