Googling "drag and drop disabled admin windows" shows 1,230,000 hits, so I'm guessing a few people have run into this.
Sounds like a feature to me. A good friend sysadmin'd a big network full of powerful workstations running all varieties of Linux, UNIX, BSD and Windows. He tells me that it's the mouse that causes computers to crash, semi-seriously. The machines locked up in the machine room run for years. The ones where people click willy-nilly all over the place rarely last the day. So, yeah, with God-like powers on the machine you could easily drag the Windows directory into the trash by accident. I'm thinking that, in MS's view, user interface interactions like drag-and-drop are a userspace action and shouldn't be run with full powers on the machine. I run as 'root' as little as possible on my Linux boxes, and rarely try to use a GUI in that condition, as the GUIs are not normally set up to run with root, and some will actively protest. This is a good reminder of separation of roles. But with Windows, it can be so difficult to determine *why* you have to run as admin.
