Thanks for your reply.  RS appears to have a bug and complains about an invalid 
character at the end of the RDL file.  It seems that other people have found 
this to be a problem.

Your analysis is correct regarding the Properties parameter.  I have had a look 
at and played with Rick's stuff but I still cannot get it to do what I want :(

I think the basic issue is that the 'Properties' parameter for
CreateFolder() is an array of items of type 'Property'. That in turn is a 
complex .NET type (i.e. not string, int or whatever) and there is no simple way 
(I think) to construct that from the VFP side. You could look at the command 
line 'rs' utility or maybe this discussion by Rick
