Actually, if you drop them off at the border, they come right back. They have to be released hundreds of miles into Mexico to discourage them.
By the way, the border between Guatemala and Mexico is heavily guarded by Mexican military. Any Guatemalans coming across are immediately put into a Mexican jail.
