you are right.

But I couldn't believe Excel didn't have CSV import options like LibreOffice 
Calc does...
So I looked better and found them!

These options are not available when opening a CSV file directly, like in 
LibreOffice Calc,
instead you have to go through this:

- select the "Data" tab on the ribbon
- select "From Text/CSV" in the "Get & Transform Data" section
