I may not have all the details correct, and don't know this year's
terminology, but consider "Program Files" to be read-only. Microsoft bans
lowly users * from writing to the Program Files location to prevent the
spread of malware, and offer something like "Shadow Folders" for users
attempts to write there -- your personal version of those files, buried
somewhere in User/<your login>/Local FIles or some such hidden nonsense.
When this file gets corrupted, finding it, deleting it and getting back to
work is not obvious.

Because this switch-er-roo is done transparently at the OS level, you can't
see the actual files you are using at the File Explorer level, nor the
command line, nor within VFP. This deception, "protecting the user from
themselves" is typical paternalistic and poorly-thought-out Microsoft Fred
attitude.

It's better, imo, to move any files you plan to use in your project into
your project's folders (and into source code control!) and use them from
there.
