Thanks, that is exactly what I wanted. It encrypts with 256 bit AES which is used by the government for top secret documents so should satisify Medicare and the HIPAA law.
I also found axcrypt which is not what I wanted but looks like a very good program for quickly encrypting one file or one folder 'on the fly'. It integrates with explorer and is very handy. This is great to quickly encrypt a file to attach to an email and then send the password a different way: fax or tell over the phone.
