Bill Arnold is the expert here on this, but my experience in direct mail says that in order to get a discount, you must have not only a good quantity, but also certifiable quantity. There's something called CASS certification that adds the Zip+4 to your mail, qualifying it as well as putting it in walk sequence for the mailman. Granted my knowledge is over 8 years old, but you get the idea. Again, Bill Arnold could better comment probably than I on this. -- Michael J.
