It is the help runtime. Not sure why Visual FoxPro needs a help runtime (as 
far as I know it's the only win32 programming language requiring a runtime 
for help), but heck, that's the way it is. My guess is you have 
installed/uninstalled a vfp program or something similar, which has messed 
the foxhhelp9 registration.
