According to conspiracy rumors on the internet, Dell
has some circuitry in the battery that prevents the
battery from being fully-charged after a while. My
battery is only 2 years old and it's shot.

I know I should remove the battery while working as a
desktop, but this still shouldn't happen.

A car battery lasts as much as 5 years, why shouldn't
a laptop battery?
