Michael:  I have several applications with custom procedures, forms,
reports, etc.  I also have a core of the same things that makes up about 80%
of each application.  It is easier for me to have each folder as a separate
project in SourceSafe.  I wrote a procedure to look through the \libs,
\reports, \data (for the dbc), \forms, etc.; and if any of the text is
checked out, I recreate it with scctext (that came with SourceSafe) and then
check the file in.

This works for me because of my many projects and I would rather spend my
time developing applications rather than learning how to share files using
SourceSafe.
