You are right on this. The people of Argentina, El Salvador, Chile etc
deserve to see justice done for the atrocity of their recent past in order
that the next would be dictator thinks twice before committing such criminal
acts in the future. Which is why it is important that Charles Taylor is, as
he should be, on trial for crimes against humanity; and Eva Peron is
fighting extradition to Argentina.  But this logic also justifies the US led
global war on terror and unfortunately, a never ending cycle of violence and
outrage in the Middle East and elsewhere.  In the end I think individuals
must be held accountable for their crimes, but a people must forget about
their neighbours being an enemy in the past if they are to move forward into
a better future; And I don't think an entire nation or people can be held
accountable for the injustices of a few bad individuals, which is what I
misunderstood you to be doing.  Graham.
