You do have to set up a (free) account on launchpad.net. Once you
do, go to https://translations.launchpad.net/dabo/trunk to see the
status list of translations to date. There will be a link on the left
that says "Your preferred languages"; click that, and find "Romanian"
in the list of languages. Save that, and when you return you'll see
that language added to the list. Click on 'Romanian', and you're
ready to start translating!
