Here is a definition of eradicate:

kill in large numbers; "the plague wiped out an entire population" 
uproot: destroy completely, as if down to the roots; "the vestiges of 
political democracy were soon uprooted" "root out corruption"

to destroy or remove a pest or pathogen after disease has become 
established.

I suppose if outsiders, foreign, or visitor, etc to the US were consider 
some a kind of disease, eradication could be seen as a solution.
