Check out the specs to Ebay's turbo lister product.  
There is an import feature from a .csv file.  I bet
you can the specs of that file on ebay.

So you build a CSV file from Foxpro.  Then you import
it into turbo lister.  Then you upload it to ebay.

I don't know if there is a way to go directly into
ebay without turbo lister.
