Not really.  It's social housing - affordable places for lower/middle
class workers to live.  Not necessarily poor areas (but often are).
Houses are owned by local town/county councils and rented to tenants
(who may or may not claim welfare).  Unfortunately a certain Mrs
Thatcher decided to sell them off to tenants at a huge discount and
successive governments made it worse by transferring them to housing
associations.

These days you have to be a 15 year old mother of 2 or an asylum
seeker to get a council house.

I grew up in a council house BTW.  My family was never on welfare and
indeed would have been horrified at the thought.
