Hi Matt!

Good question. I was working for the government entering data on pen and 
paper forms, from other pen and paper forms, in the early 70s. For all I 
know, the data is still on pen and paper. We *thought* it was going to 
be put into some sort of electronic format, but perhaps it wasn't. Maybe 
we were just hand copying from one paper to another.
