I have not checked into it, but Foxit might support the forms saving without
the need to purchase expensive licenses from Adobe. Setting up the form is
not all that complicated for an end user. Reading the FDF or XML saved is
not trivial, but can be done if you know what you are doing (see MegaFox for
some older code examples).
