Yes, they might find it annoying that they need to start a program in a
window, to run the 16-bit program inside it.
Windows 7 has a feature to run the configuration as a window in Windows
7.
Though you can't get to the VM's desktop while it has programs running
as
windows on Windows 7.

I have a customer still using FoxPro for Windows 2.6 apps in production.
These are 16 bit apps that will not run on the 64 bit versions of Vista
or
Windows 7.
Would it be possible for these customers with 64-bit OS's to run 32-bit
VM's
(with XP) in order to run their 16 bit apps on a 64-bit hardware
platform?
