Hi Jean,

They'd have to include expenses since you can't qualitatively evaluate 
the girls unless you actually hire them.

Then there would be the problem of criteria and reporting in acceptable 
language. Certain things are difficult to express in academic terms.

Of course, this is paid for by public funds, I take it. In the UK it 
will have to be accepted and approved by Sharia Law.
