Alan, I purchased some software from Laplink called PC Mover: http://www.laplink.com/pcmover/
I have used it on a few systems now and it migrates from XP to Windows 7 no problem. I was really impressed and it gets around the age old problem of users saying "I haven't got the original software to re-install". Also it is cheap at $39 which as usual translates to the same amount in sterling unless you buy it on-line! It has this snippet near the top: "To upgrade your PC from Windows XP to Windows 7, you'll need to select the Custom option during Windows 7 installation. A custom installation doesn't preserve your programs, files, or settings. It's sometimes called a "clean" installation for that reason." My ass. Everyone on the planet understands a custom installation is where you get to change some stuff about the installation.
