I'm not sure.  I know my upload speed is much slower than my download 
speed.  For example, it takes me forever to upload a video to Youtube, 
but I'm not sure what controls the speed when a remove user is 
downloading off my server.  It seem like the remove user's download 
speed would control the throttle in that situation.
