Q&A? Like, Symantec, early 1990s? That was discontinued around the
time Microsoft bought FoxPro.

Looks like your best bet might be the Sesame Database Manager:

I'd suggest you research their products and see if one can read the
Q&A files and output a common format, like CSV.
