The quote was from your article, didn't you notice it before you posted it?

Here in Florida the land settles, maybe a lot, when the water level in 
the aquifer recedes. But there in Norfolk it was *fill* under the 
houses, which probably had a lot of voids and decaying debris in it. The 
water rose as well, but the difference wasn't all water level. Nowadays 
they compact fill if it is going to be under a structure.
