It's been a few months, but I just came across the same issue.

Some applications register the MSXML parser from the CD drive. We've
encountered this with a catalog system that runs directly from DVD. When you
run any application that relies on MSMXL without that CD or DVD being in the
drive, you get the device not ready error message. If there's a different
CD/DVD in the drive, you get the specified module not found error message.

Uninstalling and reinstalling MSXML doesn't fix the problem, because the
installer didn't added the registry keys and therefore won't uninstall them.
Reinstalling won't fix it, because the installer checks for the presence of
the keys, not the presence of the DLL. Deleting all keys from the registry
and then reinstalling MSXML4 fixes the issue, though.
